Under the Swachh Bharat Mission, launched by Prime Minister Narendra Modi in October 2014, the MCDs are to get Rs 360.01 crore over a period of five years.
"In 2015-16, Delhi received 139.60 crore. Of this, the North MCD received Rs 46.28 crore, the East MCD got Rs 41.99 crore. However, of these, the North and the East could not spend a single penny, while the South MCD spent Rs 1.86 crore," said the Yogendra Yadav-led party.
Rubbishing the claims, the BJP said Swaraj India, which will be contesting the Delhi civic polls scheduled by mid of this year, should "get its figures right".
East Delhi MCD said the scheme requires it to spend 70 per cent of the over-all money allocated from its own resources, a "herculean task" for a financially ailing civic body.
"As of last week, the available amount of money lying with the North MCD was Rs 92.28 crore, with the South MCD it was Rs 83.99 crore and the Eastern Municipal Corporation had Rs 64.61 crore available.
"But the total amount of money spent in Delhi (by the MCDs) over the two years has been only Rs 1.86 crore out of Rs 336 crore," Jha claimed.
