"We plan to felicitate the top 20 rank holders in a day or two," Singh told PTI.
He said the programme is a continuation of the practice of interacting with the toppers ever since this government came to power.
Singh, Minister of State in the Prime Minister's Office (PMO), also congratulated Nandini K R, who has topped the examination.
"Congrats!! Nandini the first topper and others who have made it to UPSC civil services exams 2016," he said in a tweet.
"Also, the candidates from militancy affected states like Jammu and Kashmir are now regularly appearing among the top 25 candidates. This year too, Bilal Mohiuddin Bhat has got tenth rank.
"I have maintained this view consistently that youths of Kashmir wish to be a part of mainstream India and seek the enormous new avenues made available by the Modi government. While it is a handful of vested interest that wants to keep the youths deprived of their interest and success," he said.
The civil services examination is conducted by the UPSC annually in three stages -- preliminary, main and interview -- to select candidates for the elite Indian Administrative Service (IAS), the Indian Foreign Service (IFS) and the Indian Police Service (IPS), among others.
