NGT asks DPCC, DSIIDC to submit plan on hazardous waste plant

The National Green Tribunal (NGT) today directed Delhi Pollution Control Committee (DPCC) and Delhi State Industrial and Infrastructure Development Corp Ltd (DSIIDC) to submit a complete plan on establishment of a hazardous waste disposal unit in Bawana and Narela here.
A bench headed by NGT Chairperson Justice Swatanter Kumar issued notice to the Managing Director of DSIIDC and directed him to be personally present on next date of hearing with all the details.
During the hearing, advocate Sunil Goel, appearing for North Municipal Corporation, informed the Tribunal that a meeting was held on March 12 in which the Corporation has decided to hand over 14 acres of land for setting up of hazardous waste plant in Bawana and Narela.

"It is surprising that nobody is present on behalf of DSIIDC. Let notice be issued to managing director of DSIIDC to be present on next date of hearing with complete details of the plant," the bench said.
Earlier, the bench had directed the Chief Secretary of Delhi government to hold the meeting along with Vice-Chairman of DDA, Commissioners of North Municipal Corporation and others to identify the site for dumping of hazardous waste.
The green bench had said that it was a "matter of not only concern but of a great surprise" that the capital city of our country does not even have the Treatment, Storage and Disposal Facility (TSDF) for hazardous waste".

"It is not only the statutory obligation of the NCT of Delhi to ensure establishment of such a site but to provide complete methodology as well for collection, transportation and disposal of the hazardous waste which will be entirely environmentally compatible," the bench had said.
The Tribunal was hearing a plea of one Balam Singh Rawat who had challenged the setting up of a hazardous waste disposal unit in Mundka village in west Delhi allegedly without environment clearance.
