"Just heard the terrible terrible news of Mufti Sahib's passing away. I'm shocked & deeply saddened. May he rest in peace," Omar wrote on Twitter.
JKPCC chief Ghulam Ahmad Mir said Sayeed was the biggest pillar of the state.
"Sayeed spent his entire life in politics and worked for the interests of the state.
His endeavour was to end the uncertainty in the state," Mir told PTI.
CPI(M) MLA M Y Tarigami said it was a "very very sad moment for people of Jammu and Kashmir, which is already under stress and strain".
"He was a man who had done a lot for the state in his long political career. He will be remembered for his efforts to bring the state out of the mess," he added.
