Par panel slams DU for poor share of SC/STs in various

Slamming "recalcitrant attitude" of Delhi University(DU) authorities for negligible share of SC and STs in teaching positions, a Parliamentary panel has recommended that posts of Principals of various colleges should be pooled so that reservations can be applied.
In a strongly worded report which was tabled in the Parliament today, the 'Committee on the Welfare of SCs and STs' observed that out of a sanctioned strength of 264 Professors as on April 2015, only three SC category persons are occupying the post while there is no representation of STs among various DU colleges.
It added that for the post of Associate Professors, out of total 271 posts in positions in DU there are only seven SC and one ST candidates.
Among 68 DU colleges, there is only one SC/ST candidate currently occupying the post of Principal on merit against the "unreserved post", the panel said.
Expressing dismay, the panel said that the glorified dream of creating an egalitarian society by the founder of our Constitution has been quashed by the recalcitrant attitude of DU authorities who are "seemingly hell bent on denying equal opportunity to SCs/STs".
The Committee asked DU to make all out efforts to fill the posts lying vacant for SC and ST candidates.
"The Committee are of the view that ad-hoc position in University of Delhi be filled up against the vacant regular vacancies so that at least backlog vacancies can be cleared," the panel recommended.
The post of Principal is a standalone post for each college in line with DoPT guidelines and the governing body of the college is the appointing authority of the Principal, the panel said.
The Committee said it felt that the fallout of treating the post as standalone is denial of the very objective of reservation and opportunity to deserving reserved candidates.
"The Committee are of the view that posts of Principals of the colleges under the University of Delhi should be pooled in order to apply the rule of reservation. The Committee would like all the concerned authorities to examine this and submit a report," the panel said.
