Pilot project to record teachers' attendance in Assam

A pilot project will be undertaken for providing mobiles with biometric GPS registration to record attendance of teachers in government schools to scientifically rationalise the administrative quality of the Assam education department.
Replying to a cut motion debate on supplematary demands for grants to his department, Education Minister-in-charge Pradyut Bordoloi told the assembly today that the pilot project will be introduced in one or two districts.
"The teachers will be paid their monthly salary as per the recorded data," he said adding they would have to go to the block development officerd who will send their bills to the treasury for payment, he said.
School and college teachers from across the state would have to come to Guwahati for taking up matters releated to their service as there is no scientific data base available in the place of work, the minister said.
To increase and streamline the administrative capacity of the department there will be scientific rationalisation instead of relying on the age-old hand written file system to get information at the click of a button.
Bordoloi said the budget of the education department had increased since the Tarun Gogoi-led Congress government took over in March 2001 when it was Rs 1800 crore.
With the introduction of the 'Buniyad' scheme in 2001 for development of education from primary to higher level, Sarva Sikhsha Abhiyan in 2002, Right to Education bill in 2009 and various other schemes, the expenditure gradually increased.
With 75 lakh students in the state, the government spends annually Rs 10,000 per child at the elementary education level, Rs 21,687 at the middle school and Rs 20,000 at the higher education levels, including college, university, engineering, he informed.
For this the department requires an additional Rs 22256.42 lakh to defray charges during the period ending March 31, 2015, Bordoloi said.
The amount was passed by the House by voice vote.
