Plea for timeframe to implement rehab scheme for Endosulfan

A plea to prescribe a time frame for implementation of a rehabilitation scheme and constitution of a special tribunal to decide on government compensation to Endosulfan victims of Kasaragod district was turned down by the Kerala High Court which expressed confidence that government would implement it in its 'true spirit'.
Expressing satisfaction over various rehabilitation measures undertaken by the government in respect of Endosulfan victims, a division bench, comprising Chief Justice Ashok Bhushan and Justice K Vinod Chandran, said the government will implement the scheme in its 'true spirit'.
The bench, while disposing a batch of petitions seeking rehabilitation of the victims, declined to prescribe a time frame for the scheme's implementation and said "we should also be conscious of the myriad concerns and financial implications to the state."
The Court found that Plantation Corporation had spent considerable amount for the scheme as directed by the government.
The bench expressed the hope that the state will go ahead with implementing the decision taken at government level as expeditiously as possible, keeping in mind the concerns of the victims who are and still remain affected by the ill effects of pesticide exposure.
The Court also found that social security measures were also adopted by the government to implement the scheme.
The bench also rejected a plea for constituting a special tribunal to decide on grant of compensation to victims who have been suffering from ailments caused due to exposure to the pesticide sprayed in cashew plantations in the district in the late 1990s.
