Speaking on the occasion, the President said that he had a long association with Yadav, who was first elected to Parliament in 1971.
The then Prime Minister, Indira Gandhi, had at that time entrusted him with the charge of Deputy Minister in the Education Ministry.
Mukherjee said Yadav was an active parliamentarian and played a key role in the development of the Panchayati Raj Act and the preparation of the Report of the Mandal Commission.
The President said in the book, Yadav has not only enumerated the rich history and heritage of Munger district in Bihar, but also described its geographical and demographic features, its administration in the early days of independent India and many aspects of its modern day challenges.
