The apex court, however, refused to entertain a PIL seeking direction to governments for appointing people belonging to OBCs, SCs and STs in higher judiciary.
"We understand it but there has to be other way out. No mandamus can be granted on the issue by this court," a bench headed by Justice T S Thakur said.
"You make representations before government and Chief Justice of India," the bench said.
The court said that people of all communities have aspirations and these should be considered by the authorities but it ruled out any reservation in the appointment of judges.
