A bench of justices Kurian Joseph and Arun Mishra has issued notices to Principal Secretary and the Director General of Police of both Uttarakhand and Uttar Pradesh.
The court was hearing the plea, filed through lawyer J P Dhanda, by the father of the alleged rape surviver.
It was alleged that the minor daughter of the petitioner, who used to work as a domestic help, was first raped at Indirapuram area of Ghaziabad in Uttar Pradesh by a boy, Arsi, on May 2.
While the police of both the states are not taking any action, "the petitioner and her daughter are constantly being threatened not to pursue the cases. The police of two states as indicated above are also helping the accused and not listening the petitioner and her daughter," the plea said.
Seeking immediate arrest of the three accused and police protection for himself and the daughter, it also sought transfer of case to Delhi.
