"The issue was more serious since this was happening on the eve of parliamentary elections and being done by the people who have direct association with the ruling Shiromani Akali Dal," the Union Minister of State for Information and Broadcasting said in a statement here.
Tewari said it was the outright failure of the administration, particularly the police which had first failed to prevent such incidents and later been unable to take any action against the culprits.
"Given the alarming regularity with which such incidents are happening or are made to happen only indicates to one thing that the local police at the behest of the ruling party is trying to create a sense of fear and insecurity among the people," the Union minister said.
