While one of the arrested was stealing vehicles, the other person joined him in carrying out timber smuggling and other illegal activities, said Sub Divisional Police Officer (SDPO), Uditnagar, R K Panigrahi.
The accused was stealing vehicles after hiring them from transport operators, the police said adding he used to hoodwink the driver and disappear with the vehicle.
The arrest was made after two transport operators lodged complaints with the police and investigation was in progress, Panigrahi said.
