A Vietnamese diplomat has been booked for rash and negligent driving after he almost knocked down a woman and a security guard with his car before it rammed into a wall in south Delhi's Anand Niketan area, police said today.
Delhi Police have registered a case under IPC Section 279 (rash driving) in connection with the incident and also sent a report to the Union Home Ministry regarding the same.
The vehicles of both the diplomat and the complainant, identified as Arti Gupta, were damaged in the incident but nobody sustained any injury, a senior official said.
The incident took place on Sunday evening, when the Vietnamese diplomat, Nguyen Duy Khanh, was returning from a party, suspectedly in an inebriated state, in his Toyota car.
Gupta (42) told police that she had stepped out of her house and opened the driver's door of her Hyundai Creta, when Khanh's Toyota Corolla sped towards her.
"Gupta said that she promptly jumped inside her vehicle to avoid getting hit. She said that Khanh's vehicle rammed into her right door and then went on to hit a wall nearly missed a security guard standing outside a bungalow nearby," said a senior police official.
Gupta alerted the police. Her husband and other neighbours rushed out of the house hearing the sound of crash and helped the diplomat get out of the vehicle.
It was found that the vehicle was registered with the Vietnamese embassy and diplomat worked as the first secretary.
According to police, the diplomat refused to hand over his driving licence after they informed the embassy about the incident and also refused to get a medical check-up done.
The diplomat cannot be arrested as he enjoys diplomatic immunity and can only be prosecuted after intervention from external affairs ministry.
