Justice K K Sasidharan ordered notice to State Education Department and two teachers, including the headmistress, of the Government Middle School in Seelanayakanpatti, and the culprit who thrashed the victim with a broomstick in December 2012.
Petitioner T Thangapazham, father of the class III boy, alleged that the headmistress and class teacher had ordered another boy to beat his son because he refused to clean the class room.
The boy was later treated at Aravind Eye Care Hospitals here but lost his vision permanently.
Police did not book the teachers under the SC/ST Prevention of Atrocities Act, he said.
