WB service bill to locate who do not work - Mamata

West Bengal Chief Minister Mamata Banerjee today said the proposed 'Paschim Banga Lok Pariseba Bill' (service bill) was part of the government's serious bid to restore work culture and not aimed at harassing the employees.
"This bill will not harass the employees. This will only take care of those who do not work. We are also working on a scheme of incentives and reward for those employees who provide proper service to the public," Banerjee said at a meeting of Trinamool Congress-backed United State Government Employees' Federation, here.
"The bill is a desperate attempt to improve work culture in the state and remove employee-related impediments in the rollout of government services," she said.

Praising government employees who did not participate in the February two-day nationwide general strike by left trade unions, she said ''Good work will be responded with incentives''.
Urging for trade unionism which would do good to the employees, Banerjee made an oblique reference to that backed by opposition CPI(M) which, she said, 'has totally spoiled the work culture in the state'.
"We have found that few employees backed by CPI(M) are trying to create hurdles in delivering proper government services," she said.
"I just want to see a golden shining Bengal ... State government employees are my strength," she said and sought employees support.

The bill provides for setting up a commission that will look into complaints from the public on a whole range of services - issuing of property mutation deeds, birth and death certificates, ration cards, driving licences and BPL cards.
