Will allow no anti-India activities on territory: Ex-Nepal PM

Nepal will not allow its territory to be used for any anti-India activities, the Himalayan country's former Prime Minister, Madhav Kumar Nepal, has said.
"We will not allow anyone to use Nepal's territory for activities against India or China.
"(We will) prevent external influence from intruding into our ethnicity once we are able to frame a strong constitution," said Nepal.
Speaking at a discussion here, the CPN-UML leader said that his country looked forward to support and co-operation from India in framing a constitution acceptable to all ethnic groups in Nepal.
"Nepal like India, has a number of ethnic groups and minorities, all of of whom must be included within the constitution.
"It is a country of minorities who need to be unified to form a strong democratic system, which is where we need India's support," Nepal said.
The Second Constituent Assembly elections in Nepal are scheduled for November this year.
The previous Constituent Assembly was dissolved after it failed to come up with a draft acceptable to all parties.
According to Nepal, the primary concern for his country was the lack of consensus among the various political parties on which type of government to choose, federal or unitary.
Dismissing apprehensions about the return of monarchy in Nepal amidst the political turmoil over the transition to a democratic system ,Nepal said, "There is no chance of the monarchical system coming back in Nepal, the people won't allow it."
He added that were Nepal to fail again in its second attempt at drafting a strong constitution, the only way out for the country would be a referendum and a plebiscite to obtain the popular mandate.
"The Maoists are not willing to accept a particular date for an election or the election process... They must come clean and lay their issues on the discussion table, it is no use opposing it just for the sake of it," he said.
