Haryana to set up HKCL for IT literacy

The Haryana Government has decided to establish 'Haryana Knowledge Corporation Limited (HKCL)' in collaboration with the Maharashtra Knowledge Corporation Limited (MKCL) as an institutional arrangement for creation of mass IT literacy opportunities in the state. Agreement of promoters has been signed with the MKCL and the company is in advanced stage of incorporation.

The HKCL is envisaged to operate through a business model of setting up authorised learning centres for which content would be provided by the HKCL and MKCL.

Apart from this, the State Government has notified a comprehensive revised 'Communication and Connectivity Infrastructure Policy 2013' in order to pave the way for establishment and augmentation of Telecom and connectivity Infrastructure in the State.

A spokesman in the department said that IT labs have been set-up in 64 colleges and in more than 2600 schools all across the State. HARTRON has allocated an additional 46 franchise centres across the state increasing the total number of franchise centres to 80 which are running successfully and catering to the needs of the students in the State. Apart from General IT Education, IT Department has been organising training programmes for the government employees at the state headquarter and at district headquarters on an ongoing basis through the society for IT initiative fund. So far, more than 34,000 employees have been imparted training in one or other programme as a part of this drive.

He said that Haryana has also become the first state to implement the State Wide Area Network (SWAN) Project, at an estimated cost of Rs 102.62 crore. Under this network, state head quarter has been connected with all 21 district head quarters, Haryana Bhawan at New Delhi and 126 blocks, sub-divisions, tehsils and sub-tehsils for providing facilities such as inter and Intra data transfer sharing via voice over internet protocol (VOIP).

He said that the IT Department has been nominated as the Nodal Department for implementation UID Project in the State. About 60 per cent of the state residents have already been enrolled for the UID. The Department has conceptualized a One State Project for integrating various departmental applications under this pilot using the UID reference. Another proposal to create a State Resident Database is under consideration, which will be kept live with integration of the State Births and Deaths Registration database, and used across all the implementing departments.
