Moreover, UP Thermal Power Generation Corporation (UPTPGC) employees have already served notice to the state government threatening to go on indefinite strike if Lanco was allowed to takeover the project site of Anpara C.
According to the contract, Lanco has to commence the construction work by Nove-mber 25.
Lanco Infratech, another company that is part of the Lanco Group, was in the news recently when the 4,000-Mw ultra mega power project at Sasan in Madhya Pradesh was taken away from it and awarded to Reliance Energy Ltd after fresh bidding because the company had flouted some bid conditions.
A senior official of the UPSERC on the conditions of anonymity said, "We are not bothered about the deadline before Lanco for commencement of the construction of the project. The issues before us are legal, technical and financial that need to be examined before arriving at final decision on Lanco's request for increase in capacity."
According to the contract signed by Lanco Kundapalli with the UPTPGC, and ratified by the power regulator, Lanco has to start construction work at the Anpara C plant site by November 25.
Lanco has sought increase in capacity of the project to 1,200 MW (2X600 Mw). The change in project specifications has already been approved by the state government and UPTPGC, the state-owned firm that will buy power from the project.
The Anpara C project was awarded to Lanco Kundapalli on tariff-based competitive bidding after it outbid Reliance Energy and Essar Power. Reliance Energy Ltd has already filed its objection against the proposed change in project specifications with the UPSERC and Union power ministry.
Even as a controversy over change in project specifications after the award of contract for the 1,000-Mw Anpara C thermal power project is far from settled, Lanco Anpara Power Pvt Ltd has applied to the Centre for an increase in coal linkage or dedicated coal supplies.
This proposal has also been endorsed by the UP government.
Sources here said Lanco has, in a representation to the coal ministry, sought the enhancement in coal allotment to 5.4 mtpa at 80 per cent PLF (plant load factor) as against existing long term linkage of 4.5 mtpa.
