According to the CAG report for the year ended March 2007, some works of the project were awarded without inviting tenders and there was irregular payment towards price escalation.
"Auda paid Rs 11.97 crore towards price escalation without any obligation under the contract," it stated. Execution of the two-lane road work commenced in 2001 and was due for completion in June 2003. It was actually completed in December 2003. This was attributed to delay in construction of rail over/under bridge and bridges across Sabarmati.
The report further said water supply projects for 16 village/nagar panchayats due to be completed in December 2003 could be completed for only nine panchayats as of March 2007. Of the 180,000 house connections envisaged, water supply had commenced for only 3,262 households.
Auda irregularly adjusted central assistance received for Government of India's Valmiki Ambedkar Awas Yojana (Vambay) towards its own housing scheme and dwelling units under the scheme were allotted in the name of of male members only in contraventions of guidelines.
CAG has recommended that payments to the executing agencies be regulated in accordance with codal provisions and agreement besides utility of the facility created should be ascertained well in advance.
