Explained: Delhi govt order on colour coding of registration plates

All you need to know about the new hologram-based stickers that are now mandatory on NCR roads

The Delhi government on Tuesday came out strongly advocating the use of high-security registration plates. All you need to know:

• In August 2018, the Supreme Court of India accepted the proposal of Ministry of Road Transport and Highways to have hologram-based, colour-coded stickers for vehicles plying in Delhi-NCR which would indicate the nature of fuel used in them.
• In October, 2018, the Ministry of Road Transport and Highways (MoRTH) had asked the national capital region (NCR) states to implement the apex court's order on colour-coded stickers on vehicles.
• MoRTH had said that hologram-based light blue stickers would be used in vehicles using petrol and CNG fuel, while orange stickers would be put on diesel-run vehicles.
• In December 2018, the Union government informed SC it has notified the amendments to Central Motor Vehicles Rules, 1989 following which all new vehicles will be sold pre-fitted with high security registration plates (HSRP) from April 1, 2019.
• The MoRTH notification mandated that HSRP, including the third registration mark, shall be supplied by manufacturers for all vehicles made on or after April 1, 2019, to their dealers. The dealers will then place a mark of registration on such plates and affix them on the vehicle.
• The vehicle dealers can also provide the high security registration plates for old vehicles, the ministry has said, adding, that high security registration plate helps in keeping track of vehicle and makes it easier to trace a lost or stolen vehicle.
• Under the Motor Vehicles Act, the fine for not having HSRP is Rs 10,000.
• Earlier, the Original Equipment Manufacturers were responsible for the stickers for new vehicles.
• The latest diktat by the Delhi Government will ensure that the OEMs provide the stickers for the older vehicles too.
