Maharashtra Sets Up Task Forces For Gutka Ban Implementation

The Maharashtra government has set up special task forces at all zilla parishad levels to enforce the ban on gutka and pan masala from August 1, while seeking a coordinated effort with the state police, Airports Authority of India, Railways, port trust authorities and the Maharashtra State Transport Corporation (MSRTC) on the issue. The notification banning the chewing tobacco varieties in the state was issued today.

Minister for excise and food and drug administration Anil Deshmukh today said the state machinery was fully geared to ensure that chewing tobacco varieties cease to be sold and consumed in the state.

He stated that while the state government had written to the Centre seeking a nationwide ban on these tobacco products having an adverse impact on the health of youth in society, the Union government's response fell short of satisfactory.

"The Centre responding to our missive seeking a total ban on gutka and pan masala all over India through a letter says that state governments must take up awareness initiatives to highlight the health hazards posed by these consumables. The fact is that if the Centre bans these products it would become more easy for the state to effectively ensure they are not available for common consumption," Deshmukh said.

"We have asked the state police to initiate action under section 273 of the Indian Penal Cod (IPC) against those found to be stocking, displaying or selling these substances from August 1. There is a provision for a minimum fine of Rs 1,000 and/or imprisonment of upto six months to three years for those booked under the offence. We are also looking to amend the existing act to incorporate a similar provision to penalise people found to be consuming gutka and pan masala in the state," he added.

The authorities have been directed to ensure that post-August 1, none of these banned chewing tobacco varieties enter Maharashtra from other states where no ban on these is in force, he added.

Deshmukh noted that the zilla parishad level task force would comprise of the president of the zilla, as well as the assistant commissioner Food and Drug Administration, district health officer, civil surgeon and road transport officials who will monitor the implementation of the ban in their respective zillas.
