After a high level meeting at the Writers Building to discuss the New Kolkata International Development (NKID) projects it was decided to set up the steering committee to be chaired by chief minister Buddhadeb Bhattacharjee. The implementation of the NKID project would be carried in phases.
In the first phase, the implementation of the chemical processing zone, called the PCPIR, at Nayachar at Haldia, along with construction of the Raichak-Kukrahati bridge over the river Hooghly, would get priority.
As part of the infrastructure development plan, a 25km stretch of road would be built initially. It would connect roads from Diamond Harbour Road to Raichak and a stretch would be developed in 24 Parganas (North) after the completion of the alignment study.
Also, township development at Kalyani, Baruipur and Haringhata would be part of the first phase. These townships would be built by NKID on existing land, which was already in possession of the state government.
The Salim group was seen to be Bhattacharjee's pet project and was an investor group selected by him without recourse to transparent competitive bidding for the projects involved.
On January 1, the state had decided to invest upto Rs 170 crore to deepen and dredge out two small rivers around the Tata Motors Rs 1 lakh car plant site at Singur so as to prevent a repetition of the severe flooding seen in 2007 at the site, this year.
