No imposition of President's Rule without proposal by states: Kejriwal

Chief Minister Arvind Kejriwal on Saturday reached out to the 31 Chief Ministers and asked them to pass a proposal before the imposition of President's Rule by the Centre in the states.

"The way President's Rule was imposed in Uttarakhand and Arunachal Pradesh.there is anger in the nation. The states should pass this proposal that President's Rule shouldn't be imposed in any state until the government fails to prove its majority in the Assembly," Kejriwal told the media here after the 11th inter-state council meeting.

Kejriwal said he raised the issue of farmers committing suicide over the non-payment of loans and asked the Chief Ministers to waive off the loans of the farmers who can't pay it.

"I raised the issue that farmers are committing suicide all over the nation. Agriculture is totally in crisis. The reason behind the farmer's suicide is that they are neck down in loans. I appealed and asked all the Chief Ministers if they have any objection to waiving off the loans. No one objected to this," he added.

He also raised the issue of the high pricing of pulses and cited hoarding of pulses as the reason.

"The prices of pulses have reached to Rs. 200 per kilo. The availability of the pulses being produced and the import is not less. There is hoarding in large scale. I said there should be discussion between the pulses producing states and pulses consuming states. But they didn't agree. So I asked for a probe as it can be heard and there are allegations that hoarding of pulses is going on in warehouses of the Mundra port," he added.

Kejriwal further said that Delhi gives a revenue amount of Rs. 1.5 lakh crore to the Centre and in return gets only Rs. 325 crore.

"According to our calculation, Delhi should every year get Rs. 5,000 crore. No detention policy should be taken back. Also, asked to pass the pending bills," he said.

Prime Minister Narendra Modi earlier today chaired the meeting of Inter-State Council in the national capital.

Listing a four-point agenda for discussion at the meeting, Union Home Minister Rajnath Singh asserted that Centre is committed to realize the equitable development of all states.

Emphasizing that states should actively participate in the formulation of development related policies and their implementation, Singh said states should indulge in a healthy competition and adopt each other's best practices.
