Panthers Party chief Bhim Singh on Sunday said the motive behind Bharatiya Janata Party (BJP) leader Subramanian Swamy's suggestion that President's rule should be imposed in Jammu and Kashmir is to support Prime Minister Narendra Modi's 'mission-44 plan' to win majority in the state and form government there.

Singh, however, added that it is a distant dream of the BJP.

"I think that Subramanian Swamy's slogan is to support Prime Minister Modi's 'formula 44' which is a distant dream at least in 21st century. Unfortunately, Subramanian Swamy does a U turn every time. This time he should have understood that there is no provision of the President rule in Jammu and Kashmir because of Article 370," Singh told ANI here.

"We in Jammu and Kashmir have a separate Constitution, the Governor of Jammu and Kashmir cannot impose Governor's rule beyond six months. There is a provision in the Section 92 of J and K Constitution, the Governor of Jammu and Kashmir has a power to take over the administration of the state but that cannot go beyond six months. It needs ratification from the state assembly," he added.

Swamy earlier in the day said President's rule should be imposed in flood-hit Jammu and Kashmir for a year and the elections should be held later.

Over 1,42,000 people have been rescued so far from the flood-ravaged parts of Jammu and Kashmir.
