At least 15 African migrants who appeared to have been shot dead were found by Egyptian police on the border with Israel, the media reported on Sunday.
Eight other migrants were injured in the attack, Xinhua news agency quoted police as saying.
Ambulances rushed to the northern Sinai city of Rafah, close to the border, the report added.
The Egyptian government began military operation since the removal of the Islamist president Mohamed Morsi in 2013 to root out extremists and get Sinai under Cairo's control.
Despite an increased security presence, criminal gangs in Sinai continue to take migrants and asylum seekers hostage en route to Israel.
