Delhi Police Tuesday filed an action taken report (ATR) in a court here on a complaint seeking an FIR against separatist Kashmiri leader Syed Ali Geelani and three others for allegedly instilling hatred among people of the state and other parts of India.

The ATR was submitted in a sealed cover before Metropolitan Magistrate Prashant Sharma who posted the hearing on the matter for Nov 19.

The court had earlier ordered the reinvestigation of the case after the two complainants, residents of Delhi, said they had approached police earlier but no action was taken on their complaint.

The others named in the complaint are Tehreek-E-Hurriyat general secretary Mohammad Ashraf Sahrai and Hurriyat Conference members Masarat Alam Bhat and Ghulam Nabi Sumji.

Geelani, the chief of the hardline Hurriyat faction who is presently under house arrest in Srinagar, "had on several occasions threatened the safety and security of the government of India and its citizens by delivering hate speeches", the complaints had claimed.

The complaint was filed for offences under various sections of IPC like 121 (waging or attempting to wage war against country) and 153A (promoting enmity between classes).

It further referred to a statement by Geelani July 28, asking people of the Kashmir Valley not to rent out their houses to labourers or to those from outside Kashmir.

"As according to him, India is building roads and railways in Kashmir for its own army and to strengthen its occupation," it further added.

The complainants alleged these persons have insulted the Constitution and have incurably attacked the "unity and integrity" of the republic of India.
