With Jammu and Kashmir delivering a splintered verdict, PDP leader Mehbooba Mufti said Tuesday that it will take time to form a government to provide "good governance".

Mehbooba said that while she was happy the Peoples Democratic Party (PDP) had become the single largest group in the 87-member assembly, the outcome was not to her expectation.

"It is not a decisive mandate. It is not even according to our expectations. We could not get the kind of result we had expected," she told the media here.

She said the PDP was in no hurry to form a government and refused to say if her party would prefer to sail with the Bharatiya Janata Party, the second largest group in the house, or the Congress, a former ally.

"We are looking for a government which is based on an agenda... The agenda of good governance.

"It will take time to find out what are the formulations which can give good governance. We will take our time... We are not in a hurry."

Mehbooba, however, underlined that the Kashmir verdict was "a vote against both the NC (National Conference) and the Congress".

"The priority is not to cobble (up) any government. We will explore the possibilities... The government should have credibility. It should be able to deliver.

"We are in the process of exploring the possibilities. We will do our best for the people of Jammu and Kashmir."
