Union Minister Gen V.K. Singh on Monday said it was not the time to indulge in a blame game on the Pulwama terror attack in Jammu and Kashmir without having knowledge of all aspects.

It would be too early to comment on the facts in the Pulwama attack, he said.

The attack on February 14 on a Central Reserve Police Force convoy left 49 troopers dead in the worst loss suffered by security forces at one go since militancy erupted in the state in 1989.

"Investigating agencies are probing the attack and all ground realities should be taken into consideration before commenting on the issue," he told reporters here.

"In this hour of grief, we should support the families of the martyrs."

The former Army Chief was here to take part in the BJP's 'Bharat Ke Man Ki Baat, Modi Ke Sath' programme.

He said the Kashmir issue "is a complex one and at present, we are fighting a proxy war in the valley which had several aspects, both internal and external".

"Success and failure of policy adopted in the valley could not be judged based on one incident. The South Kashmir area was quite peaceful during 2005-12 and the situation in districts surrounding Pulwama became violent after 2012.

"What were the reasons for such turmoil," he questioned. He said some decisions should have been taken in the past to prevent the present situation.

Singh said the Indian government's strategy is clear after Prime Minister Narendra Modi made the statement to isolate Pakistan internationally on terror issues.
