The regulatory snarl-up
- In 2019, the Centre amended the Motor Vehicles Act to bring aggregators under the ambit of the Act
- In 2020, the Ministry of Road Transport and Highways came out with model guidelines
- Most states have yet to comply with these guidelines; some have prepared drafts
- Almost 14 states had issued cab aggregator licences and rules under their state laws before 2019
- Cab aggregators have to deal with a plethora of rules and regulations across states
- But they have problems with the central guidelines on: a) setting up test simulators; b) buying insurance for drivers; c) synchronising alarm buttons in cars with govt agencies
- Among other demands is a higher cap on surge pricing and a link of base price to the wholesale price index
- Cab aggregators are also divided on electrification
