Swapan Deb (40) was attempting to "smuggle articles" to the other side when he was spotted by patrolling border guards, IG (police control) Nepal Das said.
As Deb, "charged towards the jawans with a sharp weapon when asked to stop", he was shot at, the senior police officer said.
However, the brother of the deceased, Tapan Deb lodged a complaint with the police against the BSF alleging Swapan was killed without provocation.
Tapan in his complaint said "as usual my elder brother was going to the other side of the fencing with fish feed, but as he had an altercation with BSF over opening of the gate, they suddenly fired at him killing Swapan on the spot."
