The incident took place inside the reserve police barrack during a grand dinner (Badakhana) and entertainment programmes held on the night of April 6, Rourkela superintendent of police Anirudha Singh said.
There were over 200 specially invited guests including senior police and other officials besides around 1,000 police personnel, police said.
When dinner was being served, some APR constables got enraged over some trivial matter relating to food and started creating disturbances, the SP said.
The incident, he said, took place despite the presence of senior officials.
The SP found 14 APR Constables guilty after a probe into the incident and placed them under suspension.
"After preliminary investigation, I found 14 Constables involved in creating disturbance during the Badakhana and I put them under suspension till further order," said Singh.
