The arrested were identified as Iqbal Singh, a two-wheeler mechanic, and Gurbachan Singh. Both are residents of Zira.
On November 17, torn pages of a holy book with offensive remarks scribbled on the them were found lying on a street near Gurudwara Singh Sabha in Zira, Superintendent of Police (SP) Amarjit Singh said.
An enquiry was launched during which police zeroed in on the duo who had deliberately torn the pages to foment unrest in Zira region.
The SP said Iqbal and Gurbachan, who used to often visit the former to repair his two-wheeler, hatched the plan to create turmoil in the area.
