Delhi BJP chief Manoj Tiwari said the Kejriwal government announced the scheme to save its face.
"The Kejriwal government has been negligent in taking steps to check pollution and is resorting to face saving measures like the odd-even scheme," Tiwari told reporters.
The five-day road rationing scheme will start from November 13.
He alleged that due to the "negligence" of the government, pollution levels in Delhi are "worse" than pre-CNG days when only petrol and diesel vehicles plied on the city roads.
The BJP leader asked how the scheme can be termed an emergency measure if it was announced "four days prior to its implementation".
Delhi Congress leader Aman Panwar charged that the Delhi government was going to roll out the odd-even scheme without "proper" preparations.
No steps were taken by the AAP government to implement the Graded Response Action Plan (GRAP) to control the deteriorating pollution levels in Delhi, he alleged.
"Between October 8 and November 8, air pollution reached the poor category eight times, poor to very poor levels 21 times and the emergency level once but the Delhi government took no step to improve the air quality," he claimed.
