Bhat, accompanied by his supporters, submitted the papers before the returning officer Farooq Ahmad Shah here.
Talking to reporters after filing his nomination papers, the RTI activist-turned-politician accused National Conference leaders of "failure" to address the grievances of their electorate and appealed to the residents of Srinagar to come forward for a "change".
"You need to give a befitting lesson to the self-centred politicians who have been out to undermine the dignity of the common man," Bhat said.
He said he will work for return of power projects, eradication of corruption and for overall development of the Srinagar parliamentary constituency.
According to the notification, the last date for filing of nominations for Srinagar Lok Sabha seat is April 9 while the scrutiny of nomination papers will be conducted on April 10. The last date for withdrawal of nominations is April 12.
The Srinagar Lok Sabha seat -- spread over three districts of Srinagar, Budgam and Ganderbal - has 11.71 lakh voters who are eligible to cast their votes at 1,546 polling stations to be set up in the constituency.
