'Bihar cadre IPS officers failed to submit property returns'

Flouting All India Services (Conduct) Rules, a majority of Bihar cadre IPS officers have failed to submit details of their immovable property to the state Home Department.
In a recent communique, the Home Department has reminded DGP P K Thakur that 149 IPS officers in the state have not submitted their Immovable Property Returns (IPR) during calendar years 2012, 2013 and 2014, which "indicates violation of Rule 16 (2) of All India Services (Conduct) Rules, 1968".
The letter has also asked the home DGP to direct the erring officials to submit IPR in the format prescribed by the MHA.
The Home Department letter points out those 88 Bihar cadre IPS officers by name, who did not submit their IPR for 2014, last date of which was January 31, 2015. Similarly, 26 officers failed to submit it for the year 2013, while 35 did not do so for 2012.

Apart from top level officers, these IPS also include several IG, DIG and SP rank officers posted in the state, as well as those outside on central deputation.
Asked about the non-submission of IPRs, DGP P K Thakur told PTI, "This is not the right time to talk about this. The Legislative Assembly is in session and I am busy in it."
The MHA guidelines say that if IPS officers do not submit annual IPR, they will not be given promotion to higher posts, nor will be considered for empanelment, training, listing and awards. They will also not be given clearance from vigilance till they submit the property details.

Reacting to the flouting of rules by so many IPS officers, Bihar Home Department Principal Secretary Amir Subhani said, "The officers should tell why they are not submitting their IPR. As far as action against them is concerned, it will be taken according to rules.
