Gupta, who is the leader of BJP legislature party in the Assembly, said there was "anarchy" in the House during its two-day session.
"We raised all the recent issues including the unconstitutional incidents in the Assembly and the Secretariat. There was anarchy at the Assembly during the two-day session," Gupta, flanked by his fellow MLAs, O P Sharma and Jagdish Pradhan, told reporters.
The party also accused Speaker Ram Niwas Goel of behaving like an "AAP spokesperson" by behaving in a "biased" manner thereby denigrating the "non-partisan constitutional authority represented by him".
BJP, which suffered a humiliating defeat in the recent Assembly polls, also said that ruling AAP was bypassing rules by not giving the post of Leader of Opposition to score political points.
"Deputy Chief Minister Manish Sisodia is giving statements to the media stating that they would offer the LOP if the opposition comes and asks for it, as if, it is something for them to bestow on the opposition," the letter said.
Among other charges that the party levelled against AAP was that the government had circumvented rules by appointing a "junior officer" as the acting Chief Secretary of Delhi.
"The Chief Minister also made public budget proposals by saying that the target of VAT this year will be 30,000 crore rupees which was highly improper," he said.
