The entire BJP legislature party led by Prem Kumar Dhumal skipped Question Hour and marched to Raj Bhawan to submit the memorandum to the governor.
The memorandum alleged that the state government had failed to take a proper action against the Youth Congress workers who were allegedly involved in the incident and the state police was trying to hush up the matter.
BJP in the memorandum said that if an action was not taken against the culprits by March 31, the party would launch a state-wide agitation.
BJP is demanding a CBI probe or an enquiry by a sitting judge of a high court into the incident but the state government conducted a magisterial enquiry, which was rejected by the party.
The governor said that he would get the memorandum legally examined.
