The AAP alleged that it was a conspiracy by the BJP and ruled out any wrong-doing by Hussain.
A complaint was filed by the returning officer of the Bawana bypoll after which an FIR was registered in connection with the matter yesterday at Bawana police station.
A case has been registered under the relevant sections of The Representation of the People Act and the Indian Penal Code, the police said, clarifying that the minister's name is not not in the FIR and they will probe if he was behind the publication of the pamphlets.
The pamphlets bore the names and photos of Delhi Chief Minister Arvind Kejriwal and Environment Minister Imran Hussain.
"If anyone had to woo the Muslim community, the pamphlets would have been printed in Urdu. This is a conspiracy by the BJP against the AAP just before the polls," said AAP's Delhi unit secretary Saurabh Bharadwaj.
He also said that Hussain has also given a complaint to the police to probe the matter two days ago.
"The delegation demanded action against Hussain for seeking votes in the name of religion," said leader of opposition in Delhi Assembly, Vijender Gupta.
Voting was held today for Bawana bypoll.
