While it was slated that only budget would be presented on the day and discussion on it would be held at a later date, Mayor Anita Behera allowed discussions that caused strong reactions from the opposition.
Many corporators alleged that they are first timers and not accustomed with the business of the council and hence should be given more time to study the budget papers.
When the Mayor insisted to carry on the discussions, the Congress corporators opposed it by disrupting the procedures.
A surplus budget of Rs 40 crore was presented on the day in which it has been estimated that the civic body would generate revenue worth a little less than Rs 296 crore and the annual expenditure have been pegged at Rs 256 crore.
