Confined minor's rape for 2 years rocks Legislative Council

Reports of alleged confinement and rape of a minor girl for two years by her stepfather in East Champaran district, today rocked the Bihar Legislative Council with members demanding justice for the victim and arrest of the main accused, who is absconding.
Claiming it "an incident more loathsome than the Nirbhaya incident of Delhi", MLC Devesh Chandra Thakur drew attention of the Council towards the matter and provided details.
He said how Shamim Akhtar, the main accused in the case, got killed Rajiv Kumar Singh, the husband of Rina Singh of Rasalpur village of Sitamarhi, with whom he had a love affair.
Akhtar then married Rina, changed her name and took her as well as her minor daughter and son from her previous marriage to Penhara village under Dhaka police station in East Champaran district. He coaxed her to transfer her entire property in the name of her daughter, the MLC said.
"While the woman was murdered afterwards, her son also went missing and the minor girl held captive for two years in a room. She was drugged and sexually exploited and rescued when police recently raided Akhtar's house in a case related to vehicle theft," Thakur said.
Thakur, who recently aired his preference to BJP, was joined by several members of the saffron party in the Council including Kiran Ghai, Harendra Pandey and Nawal Kishore Yadav, who demanded to know details of steps taken by the state government in the case.
The Opposition members attacked the government on deteriorating law and order as well as failure of police machinery.
They demanded registering murder cases against Akhtar.
Water Resources Minister Vijay Kumar Chaudhary rejected the Opposition claims on law and order situation and said that the case was cracked by the police itself when they raided Akhtar's house.
