Urging people to join the bandh wholeheartedly, city Congress chief Md Moqim in a press release said the party has decided to observe the 12-hour bandh to press for its 12-point charter of demands.
The police have made elaborate arrangements to ensure that the bandh passes off peacefully.
Among the demands, the Congress is highly critical about the poor state of affairs of the city civic body, which is deeply mired in controversies and corruption.
The party has also urged the business and commercial establishments in the city to down their shutters.
"We have decided to picket in front of government offices and block city roads at several important places tomorrow," said a senior leader of the party.
