Cong stages walkout in Punjab assembly

Opposition Congress today staged a noisy walkout from the Punjab Assembly after the Speaker disallowed their no confidence motion against the SAD-BJP alliance government in the state.
While Speaker Charanjit Singh Atwal maintained that the notice about such a motion should reach him at least one hour before the commencement of session, Leader of Opposition Charanjit Singh Channi was adamant that he did it as per the rules.
"CM has no right to continue. I have brought a no confidence motion against the CM and his council of ministers," Channi said even as the Speaker categorically told the opposition that their motion had been rejected.

"I received the notice on the motion just now. It should have been given to me at least one hour prior to commencement of assembly," Atwal said adding that "the notice is invalid and has been rejected."
However, Channi claimed that he had given the notice well in advance and the Speaker should follow the rules.
The Speaker said that the notice was not as per the Parliamentary practice.

Following this the entire opposition was on its feet and later staged a demonstration in the well of the House before trooping out of the assembly.
Earlier during Question Hour, Congress members staged a walkout protesting their "dis-satisfaction" over the government not creating avenues for jobs and not providing un-employment allowance to youths.

Sunil Kumar Jakhar (Cong) waved the copy of election manifesto of SAD saying that they have promised an un-employment allowance of Rs 1000, but despite the last year of the government the promise is not kept.
"The government is not paying any allowance to educated un-employed youths of the state," he said.
