"The vote of no-confidence is a clear demonstration of the intellectual bankruptcy of the Congress," Patnaik said as the Opposition party's move was defeated by 69 votes.
While the Opposition was supported by only 26 members, 95 MLAs voted against.
Six BJP members and their lone supported MLA Pratap Sarangi walked out of the House before Speaker Pradip Kumar Amat sought a vote on the motion.
"The no-confidence motion moved against the Council of Ministers by Congress Chief Whip Prasad Harichandan is lost," Amat announced after the voting.
"We stood for peace and self respect and will continue to fight for the rights of the people of our state," Patnaik said, rejecting the Opposition's allegation of inefficiency.
While responding to the Opposition's claim that the UPA government in the last five years allocated Rs 52,000 crore during 2009-14 against the NDA's Rs 7,000 crore from 2004-09, Patnaik said, "The UPA government and the Congress party in the state have somehow got this wrong notion that central assistance is some kind of a discretionary dole that the Centre gives to the state.
