"A magisterial enquiry should be ordered into the killing so that those responsible are booked under law," Tarigami, who is MLA from Kulgam, said in a statement.
He said that the killing has evoked deep resentment among the locals and called for effective preventive measures to safeguard the human rights in the state.
"The Kashmir situation should not be dealt with force and harsh measures," he said.
Tarigami said the arrest of Mohammad Yasin Malik and Masrat Aalam yesterday, could also hamper the restoration of peace and normalcy in the state.
