Panagariya was addressing 200 young CEOs who have gathered here to participate in the 'Champions Of Change' programme organised by the Niti Aayog.
The CEOs, including Rajiv Bajaj of Bajaj Auto and Avni Biyani of Future Retail, are scheduled to have a meeting with Prime Minister Narendra Modi tomorrow during which they will suggest steps for expediting growth and creating jobs.
"India's big focus is on creating good jobs. The pvt sector has to deliver to create well-paid, high productivity jobs: NITI VC @APanagariya," the government think-tank said in a tweet quoting Panagariya.
"Jan Dhan has proved to be a great launching pad to enable Financial Inclusion in India: Finance Minister @arunjaitley" the Aayog quoted Jaitley in a tweet.
Jaitley also said the country needs effective regulators.
Modi had held a similar meeting with 212 young entrepreneurs last week as part of the 'Champions Of Change' programme.
The young CEOs today began deliberations on six themes - New India by 2022, Doubling Farmer's Incomes, Creating Cities of Tomorrow, Taking Forward Make in India, Reforming Financial Sector and Building World-Class Infrastructure.
