While Maharashtra has got a BJP-led government, Delhi Chief Minister Arvind Kejriwal and his Aam Aadmi Party have often been at the loggerheads with the BJP that leads the NDA government at the Centre.
Listing 'achievements over the past two years' to make it easier to do business in the country, the Department of Industrial Policy and Promotion (DIPP) in a statement said that it "is working extensively on improving India's rank in the World Bank Group's Doing Business Study".
"Central Government is working conjointly with State Governments of Maharashtra and Delhi, to bring India within top 50 ranks," it said.
About "achievements" in Delhi, DIPP said unified building bye-laws have been notified, while online registration of Value Added Tax (VAT) with real-time Tax Identification Number (TIN) allotment has been introduced.
"Delhi VAT Sewa App has been developed whereby permanent business registration is done without need for field verification by VAT inspector. This step has eliminated instances of corruption and irregularities during field verification," it added.
Listing some of the measures taken by the Narendra Modi-led government as it completes two years in office, the DIPP said, "Central Government is working conjointly with State Governments of Maharashtra and Delhi, to bring India within top 50 ranks".
It said the requirement of minimum paid up capital and common seal under the Companies Act 2013 done away with and the time taken for obtaining PAN and TAN on eBiz portal has been brought down to T+1 days.
Elaborating on the reforms related to the 10 parameters based on the Doing Business Report like starting a business, DIPP said registration with ESIC and EPFO has been made real-time by eliminating all physical touch-points and the requirement of opening a bank account has been removed as a mandatory condition for registration with ESIC and EPFO.
