Arunachal Pradesh Chief Minister Nabam Tuki today said the department of Tirap, Changlang and Longding (DoTCL) had been made nodal department for the North Eastern Region Community Resource Management Project (NERCORMP), but it was not given any role in administration and execution of the project.
Responding to a question raised in the Assembly during question hour by Congress member Wangki Lowang, Tuki said that it was a central project under the DoNER ministry and would be implemented through the North East Council (NEC).
"NEC is directly administering and executing the project in Tirap, Changlang and Longding districts through community resource management societies with respective deputy commissioners as chairmen," Tuki said.
During 2014-15 an amount of Rs 6.20 crore was allocated by NEC for Tirap and Longding district and nine villages have been covered under Namsang Assembly constituency in Tirap district, the Chief Minister said.
All the villages under Tirap and Longding districts would be covered during 2015-16. Seven societies and 320 self help groups were involved in the project, he said.
Admitting slow progress in implementation of the project, Tuki said he had informed the matter to the Union Home Minister Rajnath Singh and DoNER Minister Jitendra Singh at Guwahati on July 11 last and requested them to speed up the work.
When Nikh Kamin of Congress accused the NERCORMP Project Manager of monopolizing implementation of the project and urged the state government to take up the matter with NEC Secretary, the Chief Minister assured them of convening a meeting with the secretary soon either in Shillong or in Itanagar.
Congress MLA Gabriel D Wangsu expressed surprise that despite DoTCL being the nodal department why it was sidelined and urged the state government to initiate inquiry into the the problem so that the people were not taken for a ride.
The Chief Minister said that the state government on several occasion had urged the Centre to hand over the project but since it was a central project so NEC was looking after it. He, however, assured them of taking up the matter again with the Centre.
