"We condemn the terror attack by terrorists from across the border. We blame Pakistan for it...It is a conspiracy against India," Singh told reporters.
Stressing that the security of the country will not be compromised at any cost, he said, the Centre was looking into Islamabad's role in the attack.
"The present unrest in the Valley is also result of proxy war which Pakistan has been waging since ages. It is doing everything to create havoc in Kashmir. The Centre is very serious on the issue of Pakistan sending militants into Kashmir. This is a big conspiracy against India, in which terrorists and separatists are active," he said.
"Our brave army men on the borders and security personnel in civilian areas have been neutralising the terrorists, which Pakistan is unable to digest and making efforts to register its presence so that its mercenaries do not get demoralised but Pakistan will never succeed in its nefarious designs." he said.
Meanwhile, state BJP also condoled the death of 17 army personnel in the attack, saying it shows the cowardise of the Pakistan and also it is a reflection of its frustration.
They said the party and the entire nation stands with the bereaved families whose sons got martyrdom for the motherland.
The BJP leaders said that the time has come when the Union government should adopt a decisive strategy to give a befitting reply to Pakistan for what it has been doing in Kashmir under proxy war.
Lok Sabha MP Jugal Kishore Sharma, J-K Health Minister Bali Bhagat, State General Secretary (Organization) Ashok Koul, State General Secretaries Dr Narinder Singh, Pawan Khajuria and Harinder Gupta were also present in the meeting.
"From the past few days, Kashmir valley is witnessing shutdown due to Pakistan and this fidayeen attack is also a matter of serious concern. Pakistan has been continuously targeting India," he said.
