Final phase of anti-dumping probe on Indian steel in Sep:USITC

The US International Trade Commission will hold the final phase of countervailing and anti-dumping duties investigations on import of certain type of stainless steel pipes from India in September.
The probe is being done to determine whether an industry in the US is "materially injured or threatened with material injury, or the establishment of an industry" is materially retarded, by reason of imports of 'welded stainless steel pressure pipe' from India.
"The Commission will hold a hearing in connection with the final phase of these investigations... On Thursday, September 22, 2016...," said the USITC while issuing notice for the final hearing.
The USITC said that final phase of these investigations is being scheduled as a result of "affirmative preliminary determinations" by the Department of Commerce that certain benefits which constitute subsidies "are being provided to manufacturers, producers, or exporters in India of welded stainless steel pressure pipe, and that such products are being sold in the United States at less than fair value".
The probe were requested in petitions filed on September 30 last year by Bristol Metals, LLC, Bristol, TN; Felker Brothers Corp, Marshfield, WI; Marcegaglia USA, Munhall, PA; and Outokumpu Stainless Pipe, Inc, Wildwood, FL.
The WTO Annual Report 2016 released on Friday revealed that India, US and Brazil were the leading initiators of anti-dumping investigations in 2015.
The WTO members are allowed to apply anti-dumping measures on imports of a product where the exporting company ships the product at a price lower than the price it normally charges in its home market and the dumped imports cause or threaten to cause injury to the domestic industry.
