The arrested have been identified as Feroz Khan (23), Sarver Khan (26), Raju (28) and Rajesh (24).
The stolen basmati sacks worth Rs 10 lakh and the truck were recovered following their interrogation.
"Feroz and Sarver are transporters but due to debt, they planned to commit some crime. Raju and Rajesh are shopkeepers and the lure for easy money brought them into the conspiracy," Deputy Commissioner of Police (Outer) B S Jaiswal said.
The accused had on April 26 looted the truck from Alipur.
